The Annual Meetings and Public Conference of the Growth and Emerging Markets Committee (GEMC) of the International Organization of Securities Commissions (IOSCO), where the CMB Chairman serves as Vice Chair, were held in Malta on 18 – 20 November 2025 under the hosting of Malta Financial Services Authority.

During the GEMC Plenary Meeting held on 19 November 2025, IOSCO business plan and issues of particular importance for GEMC members were discussed. In this context, initiatives on financial inclusion in emerging markets, increasing investments in emerging markets and deepening capital markets, especially in the context of sustainability and financial technologies, were shared with the members. The GEMC Public Conference held on 18 November 2025, ahead of the meeting included sessions on financial stability, economic challenges and the future of capital markets, digital finance, and payment systems.  

Within the scope of the GEMC Market Development Workshop held with the theme on “Building Resilient Capital Markets for the Future” on 20 November 2025, initiatives related to financial technologies and the importance of international cooperation, cyber resilience and deepening of capital markets were discussed.
 
As part of the ongoing work conducted by the GEMC Network for the Adoption and Other Use of ISSB Standards established within the scope of GEMC and GEMC Market Development Workshops experiences of the CMB has been shared via presentations made as panel discussions.

Following the GEMC Meetings, the CMB has participated to the IOSCO European Regional Committee on 21 November 2025 During the meeting, developments regarding the online security of retail investors, and latest initiatives in regulatory innovations, especially artificial intelligence, tokenization, crypto assets and audit technologies were shared with members.
