CMB Chairman, Mr İbrahim Ömer GÖNÜL had a bilateral meeting with the US SEC Chairman, Paul ATKINS
Capital Markets Board Chairman, İbrahim Ömer GÖNÜL, who was in Paris, France, to attend the Financial Markets Week program organized by the Organization for Economic Co-operation and Development (OECD), met with the US Securities and Exchange Commission (SEC) Chairman, Paul ATKINS after the Roundtable on Global Financial Markets Meeting.
The Financial Markets Week events organized by the OECD were held in Paris from September 8-12, 2025. Attendance was provided from representatives from member countries' finance ministries, central banks, financial market regulators, and other relevant institutions.
Within the scope of the activities carried out to discuss the latest developments in financial markets and to produce consensus-based policies, “OECD Roundtable on Global Financial Markets”, “Global Forum on Debt Management,” the Financial Markets Committee, and its relevant working parties’ meetings were held.
The CMB participated at and contributed to the meetings of the Financial Markets Committee and its sub working groups on “Sustainable Finance” and “Financial Consumers Protection, Education and Inclusion”.

Round Table Meeting
The CMB Chairman, İbrahim Ömer GÖNÜL, attended the Roundtable on Global Financial Markets Meeting held on September 10, 2025, with the theme of “Capital Markets for Growth and Competitiveness.”
The meeting, which began with opening remarks by OECD Secretary General, Mathias CORMANN and US Securities and Exchange Commission Chairman, Paul ATKINS, was followed by three panels with the contributions of high-level executives of financial market regulators and financial institutions from various countries.
During the first panel on institutional investors, the dual role of investment funds and pension funds with respect to providing a source of financing for the real economy and acting as stewards of their investors’ savings was discussed. In this context, the potential conflicts between these dual roles and possible trade-offs between sound prudential regulation of insurers and pension providers ensuring they meet their commitments to policyholders and members, and their role as institutional investors in capital markets and promoters of economic growth were addressed.
In the second panel, the rapid evolution of sustainable finance instruments and regulations was discussed. Panellists discussed whether the increasingly complex product and regulation infrastructure actually serves to increase investment in more sustainable projects, thereby improving competitiveness and real economic growth. In this context, issues such as the cost of regulation and the need for high-quality data to make informed investment decisions, critical tools and frameworks that financial institutions and investors require to effectively manage environmental and social risks, initiatives to enhance the bankability of renewable energy projects in emerging and developing economies, as well as climate adaptation across all regions were addressed.
The final panel, which focused on innovation such as artificial intelligence and distributed ledger technologies in financial markets, discussion involved trends in the adoption of digital technologies in capital markets, the potential of these innovations to promote competitiveness and support economic growth, and the role of policymakers in supporting the digital transformation of capital markets, as well as possible trade-offs between digital innovation and financial consumer and investor protection.

In the margins of the OECD Roundtable, the CMB Chairman, İbrahim Ömer GÖNÜL, had bilateral communications with the US SEC Chairman, Paul Atkins, the Head of the Turkish Permanent Representative to the OECD Ambassador, Esen ALTUĞ, the Director of the OECD Financial and Enterprise Affairs, Carmine DI NOIA, and the Head of the OECD Capital Markets and Financial Institutions Division, Serdar ÇELİK.

The working group meeting on "Financial Consumer Protection, Education, and Inclusion" which is coordinated by CMB Türkiye comprised of presentations by the CMB, particularly focusing on financial literacy, combating financial fraud, within the context of "the Banking Regulation and Supervision Agency’s Directive and Studies on the Prevention of Financial Fraud." Attendance was provided by the representatives of the Turkish authorities, namely the Ministry of Trade, the Central Bank of the Republic of Türkiye, the Banking Regulation and Supervision Agency, and the Financial Crimes Investigation Board.
