Other International Organizations
Activities Related to the Organization for Economic Co-operation and Development (OECD)
CMB is the national coordination unit in OECD Corporate Governance Committee and has conducted various tasks, including the vice chairman position in the bureau of this Committee, since 2013. The comprehensive revision regarding the OECD Principles of Corporate Governance conducted by the OECD Corporate Governance Committee was considered as part of the initiatives to promote investments, which was one of the priorities under Türkiye's 2015 G20 Presidency. The Revised Principles were presented at the G20 Meeting of Finance Ministers and Central Bank Governors in September 2015 and submitted to the G20 Leaders' Summit in Antalya in November 2015.
Furthermore, CMB contributes to activities of the Financial Markets Committee and studies in relation to SME Finance as well as other committee studies in relation to financial market issues; participates in meetings and contributes to surveys and reports. The CMB also supports sharing experience with other member countries.
Activities Related to the General Agreement on Trade in Services (GATS) & Free Trade Agreements
In the scope of its responsibilities, the CMB contributes to bilateral and multilateral free trade agreement negotiations with respect to free trade in services, coordinated by the Ministry of Commerce.
Activities Related with IMF, World Bank and EBRD
Project-based works are conducted with relevant international financial institutions as well as other joint works and meetings under the coordination of the Ministry of Treasury and Finance. In this context, the CMB contributes to the reports and peer-reviews within its scope of activities.
CMB has also cooperated with the European Bank for Reconstruction and Development (EBRD) on the following events and projects:
- 2018 – 2019: Project entitled “Regulation of Turkish Lira Corporate Bond Framework”,
- 2018 – 2019: Project entitled “Support with the Crowdfunding Secondary Legislation in Turkey”,
- 2015 – 2018: Project entitled “Support to the Capital Market Board of Türkiye for the implementation of the Corporate Governance Principles”,
- 2014: Workshops on "Derivative Instruments and Central Counterparty Applications",
- 2013: Conference on "Financing of Infrastructure Investments".
Activities Related to the Islamic Financial Services Board (IFSB)
The CMB has joined the Islamic Financial Services Board (IFSB) in August 2010, and continues its contributions as an observer member. The IFSB closely follows international regulations, prepares standards and guidelines for regulators and industry stakeholders and informs them about recent developments through roundtables, seminars and conferences regarding interest-free financial instruments and investment services. Therefore participation in IFSB studies is of significance, in the context of the regulation of interest-free financial instruments and services in Türkiye, with respect to the monitoring of relevant international trends and principles. Within this scope, CMB has been participating in various working groups and task forces established under IFSB, and contributing to IFSB studies by providing answers to questionnaires and feedback to relevant reports.
Activities Related to the Standing Committee for Economic and Commercial Cooperation of the Organization of Islamic Cooperation
The COMCEC Capital Markets Regulators (COMCEC CMR) Forum was established in 2011, and the CMB has been nominated as Chair and Secretariat to the Forum. The Forum facilitates cooperation with regard to strengthening financial market infrastructure, financial education, Islamic finance, and supporting the administrative capacity of member states. Since 2012, COMCEC Capital Markets Regulators Forum meetings have been organized and hosted annually by the CMB. During the meetings country presentations were made in relation to task forces on "Capacity Building", "Market Development", "Islamic Finance" and "Financial Literacy" and the issues regarding the structuring of task forces and cooperation possibilities among the member authorities were discussed.
At the 30th COMCEC Ministerial Meeting, the Chairman of the COMCEC, H.E. President of Republic of Türkiye stated the possible benefits of establishing a real estate property exchange. Following this, COMCEC Screening Committee has asked to the CMB to make a preparatory work on the issue in May 2015. The studies initiated in this context have included a feasibility report and an analysis of member state regulations with respect to the issue as well as alternatives for the realization of the proposal. In the scope of studies currently being continued by the CMB in cooperation with regulatory authorities from COMCEC member countries, a project entitled “Assessment of COMCEC Real Estate Securities Markets and Regulatory Landscapes for Strengthening Capital Markets” has been conducted in 2019, through the project financing mechanism of the COMCEC Coordination Office.

Activities Related to the International Forum of Independent Audit Regulators
The International Forum of Independent Audit Regulators (IFIAR) is an international organization established in 2006 mainly with the purpose of realizing the common goals of protecting investors by increasing the quality of independent audit on a global scale and promoting public interest. European Union Commission, World Bank, Basel Committee and IOSCO attend IFIAR meetings as observers.
CMB has joined IFIAR in 2009 and regularly participates in the activities of the IFIAR. The CMB is currently a member of the IFIAR Board.
Activities Related to the International Accounting Standards Board
International Accounting Standards Board (IASB) is the international standard setting organization that has published the International Financial Reporting Standards (IFRS), which is implemented in 144 countries including Türkiye as Turkish Financial Reporting and Turkish Accounting Standards. In November 2014, CMB has become a member of IFRS Advisory Council which is the official advisory body of IASB.
